AIM

The instrument (applicable from January 1st 2007) sets a financial solidarity mechanism to support the States that put up with, in Community's benefit, a lasting and heavy financial burden arising from the application of common standards on control and surveillance of external borders and visa policy.

FINANCING

A total of €1.820 million has been reserved for the External Borders Fund for the period 2007-2013. The Ministry of Interior will continue to function as responsible for the External Borders Fund in Spain during the period of application, and will carry out the planning strategy that establishes the multiannual planning (2007-2013) on the use of the resources that receive annually.

PROJECTS OBJECT OF FINANCING

The Fund will fund projects aimed at:

  1. support the gradual establishment of the common integrated border management system with regard to the checks on persons and surveillance of external borders.
  2. support the development and implementation of national components of the European system of border surveillance and of a European network of permanent maritime patrol in the southern borders of the European Union.
  3. support the issuance of visas and the fight against illegal immigration, including the detection of false documents, by increasing and improving the activities of consular services and other services of the member states in third countries.
  4. support the establishment of information systems necessary for the implementation of EU legislation in fields of external borders and visas.
  5. support the effective and efficient implementation of EU legal instruments relevant to the field of external border and visas, and in particular the Schengen borders code and the european code of visas.

CO-FINANCING

Selected actions may include several of the above objectives. National or private co-financing of the projects funded by the External Borders Fund should cover at least 25% of the total project cost.
